In early 2026, NDRC together with six other ministries issued the Recycled Materials Application Promotion Action Plan, focusing on expanding the market demand side of recycled resources.

The policy clearly requires increasing the proportion of recycled materials used in automobile manufacturing, electronic products, textile and packaging industries year by year. By 2030, the annual processing scale of recycled resources will reach a new high.

In order to meet the raw material supply requirements of downstream factories, recycling enterprises adopt high capacity horizontal baler to produce standard weight bales of waste paper and recycled plastic.
